Field Survey Process

This time, the inspection team traveled to Moscow as planned to conduct a comprehensive on-site inspection of the publicly listed office address of broker BPCE Capital: Biznes Tsentr Lotos Odesskaya Ulitsa, 2a, Moscow, Russia 117638.

The inspection team successfully located the Lotus Business Center, located in the Moscow suburbs. Located in a suburban area, the area lacks the professional business facilities and atmosphere required for financial brokers to conduct business, significantly different from the typical business center characteristics.

The inspection team successfully captured a panoramic view of the business center building, which appears to be a standard multi-story structure. The inspection team then had unobstructed access to the building's lobby, which housed basic reception facilities. While the wall sign displayed the names of some resident institutions, a thorough inspection revealed no records of BPCE Capital. The inspection team also conducted a thorough search of the lobby's public areas and the building's exterior, but found no BPCE Capital logo.

Because the signage contained no relevant information, the surveyors were unable to determine the company's specific floor and office location. They attempted to inquire with the lobby staff regarding BPCE Capital's office information, but were met with a clear response: "I've never heard of this company, and no such company is located there." This further confirmed that the brokerage firm had no office space within the business center. Therefore, the surveyors were unable to enter the alleged company or photograph the reception desk or its logo. The location was confirmed to be non-shared, ruling out the possibility of operating as a shared workstation. This confirms that BPCE Capital's claimed suburban office address was false and that no actual business operations took place.

Thus, the survey confirmed that BPCE Capital had no actual business location.
